Sugar Land Adopts Fee Revisions in Parks & Recreation and Development Services

Sugar Land City Council recently revised fees related to the Parks/Recreation and Development Services Departments. The new fees become effective Jan. 1 and can be viewed at www.sugarlandtx.gov under “Hot Topics.”

Revisions to fees will occur in the areas of health fees, planning and zoning fees, community center rentals, day camp sessions, swimming pool activities, athletic field rentals and some other miscellaneous park fees.

The updated fees are the result of a year-long review of services, which included calculating the cost to provide the services and market analysis. In all cases, user fees were reviewed and established taking into account competitive pricing, impact on users and the market effect on demand for services.

Sugar Land adopted a user fee philosophy in January 2003 stating: “The City shall establish user fees that recover the cost for services that benefit specific users. Where services provide a general public benefit, the City shall subsidize those services through property and sales tax and other revenue sources.”

The City focused on the areas of Parks/Recreation and Development Services for Phase I of the implementation of the user fee policy.

Sales taxes are the predominant funding source for City operations. Implementation of the user fee policy is an important part of a financial strategy that focuses on establishing and maintaining a balanced, diversified and equitable revenue system for delivery of reliable and superior quality City services.
